Is Cool Lip Banned in Kerala? The Tobacco Ban Explained

Short answer: Kerala bans the manufacture, storage, sale and distribution of gutka and pan masala that contain tobacco or nicotine. The order was issued in 2012 by the Commissioner of Food Safety under the Food Safety and Standards Act, 2006 (Kerala Food Safety Department). Cooling tobacco pouches sold under names like "Cool Lip" contain tobacco, so they sit on the wrong side of that line.

Why these pouches spread among young people

Small smokeless tobacco pouches are easy to hide. They produce no smoke and no smell, so parents and teachers often don't notice them. That discreet format is exactly what makes them attractive to students – and why health officials keep warning about them.

What the Kerala order says

The Commissioner of Food Safety prohibited gutka and pan masala containing tobacco or nicotine as ingredients across the state. If you see such products on sale, the department asks you to report it to the Assistant Commissioner of Food Safety in your district or on its toll-free number, 1800 425 1125 (Kerala Food Safety Department).

Why it matters for your health

The World Health Organization states that all forms of tobacco are harmful and that smokeless tobacco causes cancers of the mouth, throat and oesophagus. Nicotine is also highly addictive, which is why these pouches are hard to stop once they become a habit.

A tobacco-free way to keep the cool feel

Some people simply miss the cooling sensation. MAR Mouth Chill uses the same discreet under-the-lip pouch format, but it is made from herbs and spices like menthol, clove, black pepper and coriander, with 0% tobacco and 0% nicotine. It is a mouth freshener – not a medicine or a quit-smoking product – and it is sold legally online across India.
